Job Description:

  • Join the Oregon Business Development Department  team in the Economic Development Division.
  • There is one permanent, full-time position located in Salem, Oregon.
  • This is a management service position in a non-supervisory capacity.
  • This recruitment will be used to establish a list of qualified candidates to fill the current vacant position and may be used to fill future vacancies as they occur.
  • Our mission: OBDD employs approximately 135 employees who carry out the agency mission, "to invest in Oregon businesses, communities, and people to promote a globally competitive, diverse, and inclusive economy."
  • The Economic Development Division works with local governments to support the planning, funding and construction of community infrastructure such as roads, water and sewer systems, telecommunications systems, and other projects that meet community economic development plans, and health and safety needs.
  • The Department uses Federal and State funds including lottery funding as provided to the agency by the Oregon Legislature to assist local communities with a variety of community and business development projects.
  • The Department is required to periodically track and report the status and results of these investments.
  • Department programs for funding infrastructure projects include the federal Community Development Block Grant program, the Federal Safe Drinking Water program, the Department's Water/Wastewater and Special Public Works programs, Seismic Grants, Industrial Lands certification, Brownfields remediation, Broadband, the Ports Revolving Loan Fund, the Ports Marketing and Planning program, and the Marine Navigation Improvement program.

Responsibilities:

  • Manage and administer the Oregon Industrial Site Certification and Industrial
  • Site Readiness programs, and promote Industrial Lands Readiness on a statewide basis. 
  • The position will work closely with other Department staff to coordinate statewide Industrial Land strategies, inventories, traded-sector job creation, and public/private investments.
  • Coordinate and administer the Oregon Industrial Site Certification Program to maintain a ready supply of industrial sites for business expansion and recruitment. 
  • Coordinate with state agencies, including DEQ, ODOT, DSL, DLCD, cities, counties, ports, tribes and private landowners to help determine infrastructure needs such as roads, utilities, waste clean-up, or environmental mitigation to achieve certification of sites. 
  • Provide technical expertise and guidance in areas of threatened and endangered species, land-use, tribal relations, and infrastructure development.
  • Develop, coordinate and administer the Oregon Industrial Site Readiness Programs (SB246 & SB253) commensurate with resources available to maintain a ready supply of industrial sites for business expansion and recruitment.
  • Provide technical expertise and guidance in areas of threatened and endangered species, land-use, tribal relations, and infrastructure development.
  • Make presentations and develop printed materials to explain programs and analysis to individuals and groups, including members of the Legislature, local government and Commissions.
  • Report on statewide needs for infrastructure and related development needs of Priority Sites.
  • Review with legislature as requested.

Qualifications:

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; AND five years professional-level evaluative, analytical and planning work related to economic and community development, urban planning, real estate development, land use planning, process mapping, industrial land certification, or strategic development planning.

  • Any combination of experience and education equivalent to eight years of professional-level evaluative, analytical and planning work related to economic and community development, urban planning, real estate development, land use planning, process mapping, industrial land certification, or strategic development planning.

    • Working knowledge of economic and community development, planning, process mapping and political decision making throughout the land use strategic development and industrial lands certification processes.
    • Knowledge about state agency land use policies and practices, and commercial real estate.
    • Skill in communicating well with people and in helping lead and influence people with diverse backgrounds and interests toward a common purpose or objective.
    • Demonstrated skills in building community or business alliances and partnerships to leverage resources.
    • Skill in viewing and addressing comprehensive economic development principles, while understanding how regional strategies relate to all of the other parts of economic development in the state.
    • Skill that demonstrates creative and strategic thinking.
    • Preference may be given to applicants with experience of the state's land use planning goals.
